This picture is very interesting. To put it mildly. Call me crazy, but for some reason I detect some strangely sexual aura around this picture. The "everywhere kiss me" comment underneath probably helps, but I don't think it's just that. Something in the focus on the lips, the feather, which is somewhat reminiscent of a flower. Even something about the open mouth. It has a romantic, lustful aura in it.
As is your usual, you've adopted an interesting format here. The focus being on the left hand side is unusual - certainly not the convention in photography, and the risk of "breaking" the border definitely paid off. It leaves so much to the imagination, as regards facial expression, while the blurring transition on the right diverts our thoughts from the rest of the body. (if we're following the "lust" path, then I suppose this could be censorship.
The lips are perfect, by the way. It's just struck me. The expression on them really needs the eyes. The immediate feeling is one of peace, and anticipation, but depending on the eyes the expression could easily be one of fear, frustration, disappointment, etc.
Also, I like the mixture of hot and cold in the picture too. The skin tone (most notably around the chin) seems chilly, yet the lips seem so warm. "Tempting" even. And we're back to the romance.
Funny, but while the feather dominates a large part of the picture, it doesn't quite draw as much attention as the face. It's more aesthetically pleasing, colourful, but it seems to divert attention away from itself, and towards the "blush" as such. Still, it adds a gentle feel, a layer of subtlety to the pictures "sub-text", and is a motivator for focusing on the beauty in the picture.

i was originally going to make this picture just with all cold tones, and for some reason when i took it to photoshop i decided to do the opposite of what i thought (which i've started to do now when editing and it gives me interesting results) and i realised that if i added the reds to the cold image, it made a nice contrast and really made it stand out more than it did before.
and then when i did do that, and i found some colours that i liked and was happy with, i saw this concept emerge from it, the one that you described. and even though the feather does dominate a large amount of the picture, i don't think it is meant to be the focal point at all. i made it darker than the face, so you can't see much detail in it, and therefore won't spend much time looking at it, instead will go straight to the face, which is lighter and you can see more detail.
